Purpose
To assist Agency Qualified Service Providers (QSP) in obtaining Council on Quality & Leadership (CQL) accreditation to increase access to residential habilitation and community support services for eligible individuals.
Definition
The CQL accreditation must be obtained by a QSP agency to provide residential habilitation & community supports services. CQL accreditation promotes excellence in person-centered services and provides a framework for the agency to improve the organization’s quality of supports.
Requirements
The QSP agency must achieve CQL accreditation prior to enrolling to provide Residential Habilitation and Community Support services.
CQL Levels of accreditation:
Systems Level Accreditation
This level of accreditation requires payment by the QSP agency.
Quality Assurance Level Accreditation
This level of accreditation is eligible for assistance with funding for the first accreditation visits one and two.
Once the agency has submitted the request for engagement (RFE) to CQL, the agency must obtain accreditation and become enrolled in the residential habilitation and community support services programs within one year or may be required to reimburse the department.
Person-Centered Excellence
This level of accreditation requires payment by the QSP agency.
Person-Centered Excellence with Distinction
This level of accreditation requires payment by the QSP agency.
The QSP agency must contact CQL and fill out the request for engagement (RFE) form. Once Systems level or Quality Assurance level of accreditation is achieved along with requirements per community supports (see policy chapter 525-05-30-21), and residential habilitation (see policy chapter 525-05-30-50), the agency may begin to provide residential habilitation & community supports services. The QSP agency is required to maintain CQL accreditation while enrolled in these services.
Eligibility for additional Aging Services funds includes:
If the QSP Agency does not achieve accreditation, the State will not assist with the costs associated with a second accreditation.
The QSP is not eligible for funds if they have already received funding from the Department for the initial Quality Assurance accreditation visits one and two.
